As the chief legal officer for Health New England, Attorney Kessler has responsibility for all legal matters, and oversight of compliance, appeals   and member communications.  He is a member of the HNE Senior Management Team, serves as liaison to the Massachusetts Association of Health Plans and is HNE’s staff leader for strategic planning.

His past experience in private practice of law representing individuals, government entities and non-profit organizations includes service as Counsel to President Carter’s Interagency Task Force on Occupational Safety and Health (1977-78) and over 20 years of  experience in health care and managed care law.  Mr. Kessler has been at Health New England since 1990.

Mr. Kessler is a 1972 honors graduate of Harvard College and received his law degree in 1976 from Georgetown University Law Center.  He serves on the Board of Directors of the Massachusetts Association of Health Plans and is a Director and past President of Temple Israel in Greenfield, MA.  He is a Member of the Massachusetts and Hampden County Bar Associations, American Health Lawyers Association and American Corporate Counsel Association.
